सेवाओं की स्पष्ट जानकारी: अब IAs और RAs को अपनी वेबसाइट और मोबाइल ऐप पर इनवेस्टर चार्टर को प्रमुखता से प्रदर्शित करना होगा। इस चार्टर में उनकी सेवाओं, विज़न-मिशन, निवेशकों के साथ व्यवहार, उनके अधिकारों और जिम्मेदारियों की जानकारी होगी। यदि उनके पास वेबसाइट या मोबाइल ऐप नहीं है, तो उन्हें यह चार्टर निवेशकों को ईमेल या पत्र के माध्यम से भेजना अनिवार्य होगा।
शिकायतों की पारदर्शिता: SEBI ने निर्देश दिया है कि IAs और RAs को हर महीने की 7 तारीख तक अपनी वेबसाइट और मोबाइल ऐप पर प्राप्त शिकायतों की जानकारी अपडेट करनी होगी। इसमें प्राप्त शिकायतों की संख्या, समाधान की गई शिकायतें, लंबित शिकायतें और समाधान में लगा औसत समय शामिल होगा।
शिकायत दर्ज करने की सुविधा: IAs और RAs को अपनी वेबसाइट और मोबाइल ऐप पर एक लिंक या विकल्प प्रदान करना होगा, जिससे निवेशक सीधे उनके पास शिकायत दर्ज कर सकें। इसके अलावा, उन्हें SEBI के SCORES पोर्टल का लिंक भी प्रदान करना होगा, ताकि निवेशक वहां भी अपनी शिकायत दर्ज कर सकें।
सेंट्रलाइज्ड फीस कलेक्शन मेकेनिज्म (CeFCoM)
SEBI ने IAs और RAs के लिए एक सेंट्रलाइज्ड फीस कलेक्शन मेकेनिज्म (CeFCoM) लॉन्च किया है। यह मेकेनिज्म वैकल्पिक है और इसका उद्देश्य निवेशकों को यह सुनिश्चित करना है कि वे केवल रजिस्टर्ड सलाहकारों को ही भुगतान कर रहे हैं। इस प्लेटफॉर्म के माध्यम से निवेशक मान्यता प्राप्त एडमिनिस्ट्रेशन एंड सुपरवाइजरी बॉडी (ASB) के पोर्टल या किसी तय प्लेटफॉर्म पर IAs या RAs को भुगतान कर सकते हैं।
नई योग्यता और अनुपालन आवश्यकताएं
SEBI ने IAs और RAs के लिए योग्यता मानकों, फीस संरचना, जमा आवश्यकताओं और क्लाइंट सेगमेंटेशन प्रोटोकॉल को भी अद्यतन किया है। इसके तहत, रिसर्च एनालिस्ट्स को उनके क्लाइंट बेस के आधार पर ₹1 लाख से ₹10 लाख तक की जमा राशि रखनी होगी। यह जमा राशि निवेशकों के लिए अतिरिक्त सुरक्षा प्रदान करेगी।
इसके अलावा, SEBI ने IAs और RAs को यह सुनिश्चित करने के लिए कहा है कि उनके क्लाइंट्स के बीच कोई हितों का टकराव न हो। इसलिए, एक ही समूह के भीतर सलाहकार सेवाएं और वितरण सेवाएं अलग-अलग रखनी होंगी।
